Textile and apparel industry raise concerns to Commerce Secretary!

Various trade associations of South India’s textile and apparel industry met Dr. Anup Wadhawan, Commerce Secretary, Ministry of Commerce and Industry in Tirupur, and raised many issues.

Raja. M. Shanmugham, President, TEA; Dr. A. Sakthivel, Chairman, AEPC; Israr Ahmed, Regional Chairman, FIEO; Prabu Dhamodharan, Convenor, ITF and several other textile and apparel manufacturers participated in the meeting.

ITF urged to take structural issues like MMF GST rationalisation on priority basis.

Besides, the associations highlighted the issue of export units taking up orders at least 4 to 6 months in advance. In view of the same, it urged the Government to announce the Remission of Duties or Taxes on Export Product (RoDTEP) scheme at the earliest, and ensure that the rates not less than sum of RoSL and MEIS.

The representatives of Tirupur Exporters Association (TEA) said during the meeting “Exporting units have been waiting since 7 March 2019 to receive RoSL benefits. Yes, MEIS benefits were received from 31 July 2019, and from 22 February 2020 onwards, after opening platform, the data were fed but unfortunately, DGFT office has not been able to issue RoSCTL scrip. Due to this, the delay is still continuing and therefore, we request the Secretary to kindly advise to rectify the issue if any and help the exporting units to get the scrip.”

Similarly, it was also highlighted that that Standard Input Output Norms (SION) are not available for the knitwear garment items like pullovers, jackets and trousers, among others, and when the application is made for fixing norms for these kind of items, the committee usually takes a longer period – almost 5 to 6 months – to fix the norms, which has made things difficult for the exporting units.

The Secretary was urged to fix the norms at the earliest.

“We are very positive about the outcome of the meeting as the Commerce Secretary was proactive and assured to help industry. Continuous dialogue and connecting with the entrepreneurs on the ground level is very much a welcoming step,” said Prabhu Damodaran, Convenor, ITF.

Some of the issues raised in the meeting required collaboration of various ministries and therefore collective effort between these ministries and GST council was also insisted upon.
